To promote systemic changes that will help better protect the rights, safety, dignity, and interests of internally displaced persons (IDPs), the war-affected population, and other vulnerable groups.
For this, the programme works to improve state policy, legislation, administrative decisions, and their implementation practices, and promotes changes in social perceptions and approaches to human rights protection at the national and local levels.
To shape a society and a public administration system in which the rights, interests, safety, and dignity of IDPs, the war-affected population, and other vulnerable groups are properly ensured and protected. State and local self-government authorities systematically take their rights and interests into account when formulating and implementing policies, making administrative decisions, and implementing relevant practices.
