APPEAL by 33 civil society organisations on the Need to Amend the Procedure for Establishing the Link Between Disability and War-Related Injuries

May 23, 2025

During Barrier-Free Week, 33 civil society organisations joined forces to protect the rights of war-affected civilians to a fair, dignified, and accessible procedure for determining disability as a result of war. They prepared a public appeal to the Ukrainian government demanding a review of the outdated Resolution of the Cabinet of Ministers No. 306, adopted back in 2018. It does not reflect the realities of full-scale war and contradicts the principle of human-centredness.

In their appeal, civil society organisations emphasised that the Resolution does not address contemporary challenges, re-traumatises those affected, contradicts a survivor-centred approach, and hinders the full realisation of the right to social protection.

Details about the challenges of the Resolution in the APPEAL:

"Therefore, we, the undersigned representatives of civil society organisations, urgently call on the Cabinet of Ministers of Ukraine:

  • to amend Resolution No. 306 to establish an inclusive, transparent, and simplified procedure for determining the link between disability and war-related injuries for all civilians affected by the war;
  • to ensure the transfer of responsibility for establishing such linkage in cases of injuries sustained by civilians from explosive ordnance from the responsibility of the Ministry for Veterans Affairs of Ukraine to the Ministry of Social Policy of Ukraine."
