Right to Protection has prepared the AIDA report for the European Council on Refugees and Exiles (ECRE)

Recently, there has been a publication of an updated AIDA (Asylum Information Database) report on Ukraine, prepared by Right to Protection for the European Council on Refugees and Exiles (ECRE). The document provides a detailed overview of changes in the provision of international protection, reception and detention conditions for asylum seekers, and the content of international protection in Ukraine in 2025.

The AIDA report is one of the key sources of information on the recognition of individuals as refugees or persons in need of complementary protection in Ukraine. It is used by national authorities and international organisations to analyse the situation, formulate policies and advocate for the rights of asylum seekers and refugees, particularly in the context of European integration processes.

Mykola Bilousov, Senior Legal Analyst of the Refugee and Asylum Seeker Programme Direction at R2P, said:

“The AIDA report enables a systematic assessment of how the procedure for recognising refugees or persons in need of complementary protection operates in Ukraine, and identifies both progress and challenges. It is an important tool for shaping effective public policy and ensuring that Ukrainian legislation complies with European Union law”.

According to the data of the report, in 2025, 61 people in Ukraine submitted applications for international protection, and the total number of new and pending cases during the year stood at 729. Following the examination of the applications, a decision was made to grant refugee status to one person and complementary protection to nine people.

At the same time, in 2025, there was a significant positive shift in the area of naturalisation: 30 people who had previously been granted refugee status acquired Ukrainian citizenship. By comparison, there were no such cases in previous years.

It should be noted that R2P has previously contributed to the preparation of AIDA reports. These documents also included a detailed annual analysis of legislative and practical changes in the field of international protection, the conditions for reception of asylum seekers, and the content of international protection in Ukraine.
