A field meeting of the Temporary Special Commission of the Verkhovna Rada of Ukraine on the Protection of Property and Non-Property Rights of Internally Displaced Persons and Other Persons Affected by the Armed Aggression of the Russian Federation against Ukraine was held in Odesa. MPs of Ukraine, the leadership of the TSC secretariat and local authorities, a representative of the Commissioner for the rights of citizens affected by the armed aggression against Ukraine, as well as representatives of international and national humanitarian and human rights organisations attended the meeting. Ksenia Gedz, Advocacy Coordinator of R2P, raised the issue of protecting the rights of children affected by the war.

We learnt that in Vesnianska amalgamated hromada in Mykolaivska oblast, not a single child has been granted the status of a child affected by hostilities and armed conflicts. Although the settlement was included in the list of territories where combat operations took place, the local authorities refused to grant the status. The situation is similar in the Pryvilnenska, Buzka, Vesnianska, Sukhoielanetska, and Inhulska hromadas. In Pervomaiska AH, the starosta does not inform people about obtaining the status of such a child, although some want to apply for it.

Ksenia Gedz emphasised the importance of granting the status of a child affected by hostilities and armed conflicts to all children living in the context of military operations. She called on parliamentarians and local authorities to ensure effective mechanisms for the support and social protection of such children, stressing the importance of informing parents and legal representatives about the procedure for obtaining this status.

This proposal was considered and reflected in the decision of the Temporary Special Commission, which will be sent to the Government.
