When Temporary Protection Ends: Durable Solutions for Non-Ukrainian Refugees and Asylum Seekers Who Fled Ukraine to the EU. Right to Protection Presented an Analysis Prepared Jointly with HIAS

On 23 January, the European Council on Refugees and Exiles (ECRE) held the EU’s Response to the Displacement from Ukraine online working group meeting. R2P also participated in it.

During the event, Mykola Bilousov, Senior Legal Analyst of the Legal Assistance to Refugees and Asylum Seekers programme of the Foundation, presented the When Temporary Protection Ends: Durable Solutions for non-Ukrainian Refugees and Asylum Seekers Who Fled Ukraine analysis prepared by R2P in cooperation with HIAS. 

The question of what will happen after the end of temporary protection in the EU for people who were forced to leave Ukraine because of the war remains essential today. These include not only Ukrainian citizens but also foreigners who have been granted refugee status in Ukraine and people who have applied for protection in Ukraine.

Refugees and asylum seekers in the EU must be protected after their temporary protection expires. Otherwise, they will be forced to return to their dangerous country of origin or remain undocumented. The best option among those analysed would be ensuring the rights guaranteed by temporary protection and offering long-term full integration. Currently, European experts are actively working on such options, and we are pleased that our contribution is in demand. 

By the way, since the beginning of the full-scale invasion, R2P has been investigating the situation of refugees and asylum seekers who have left Ukraine for the EU. In particular, our experts advised these people, analysed the practices of other countries and proposed the best solutions for this category of people to the EU authorities and host countries. Therefore, the Foundation also does not stand aside regarding ways out of temporary protection.
