Right to Protection and the Ministry of Social Policy of Ukraine Signed a Memorandum of Cooperation

The Right to Protection Charitable Foundation and the Ministry of Social Policy of Ukraine signed a memorandum to consolidate efforts in the field of social protection of internally displaced persons and the war-affected population.

According to the memorandum, cooperation includes:

  • conducting joint monitoring of the effectiveness of social protection and pension provision bodies;
  • participation of R2P representatives in working groups and advisory bodies, providing expert and analytical support to the Ministry;
  • organising and conducting joint events to raise public awareness of social protection and pension issues.

First Deputy Minister of Social Policy Dariia Marchak stressed the importance of strengthening cooperation, particularly in the context of the previously announced mystery shopper project to monitor the work of the Pension Fund of Ukraine. She noted that such monitoring projects could significantly improve the quality of social services for citizens.

Combining the efforts of the state and civil society to protect the most vulnerable groups of the population is especially important in times of war. We are sincerely pleased with this partnership because together we will be able to implement best practices and improve the quality of social protection services, thus providing quality support to those in need.

In addition to that, R2P will implement the mystery shopping project launched by the Ministry of Social Policy of Ukraine and the UNHCR in the Pension Fund of Ukraine.

This project will help identify systemic shortcomings in the service provided to Ukrainians at the PFU offices, as well as optimise and improve the institution's work.

As a Ukrainian national human rights organisation, we are delighted to be able to implement this crucial project together with the Ministry and the UN Refugee Agency. By joining forces, we aim not only to improve the services provided to citizens in the Pension Fund offices but also to ensure protection and support for the most vulnerable, especially in times of war, and thus strengthen the country's social protection system, which should always focus on people, their needs and rights.

The monitoring will cover 84 service centres of the Pension Fund in 20 oblasts of Ukraine and Kyiv. A survey of the PFU service recipients will also be conducted.
