R2P's legal aid programme is engaged in:

  • provision of free legal advice;
  • legal assistance in drafting general and judicial documents;
  • judicial and out-of-court representation on issues related to forced displacement and legal protection of the war-affected population;
  • extensive initial legal advice on topical issues on IDP registration, social benefits and services;
  • restoration of personal documents;
  • restoration of lost title documents;
  • consultation on the rules of crossing the state border during martial law, etc.

Types of legal aid:

  • group counselling on legal issues;
  • individual advice on legal matters;
  • drafting non-procedural documents (appeals, requests, complaints), as well as helping in collecting them (if the beneficiary is unable to do so on their own) for further case management;
  • representation in governmental bodies;
  • drafting procedural documents (statements of claim, petitions), as well as assistance in collecting them (if the beneficiary is unable to do so on their own) for further case management;
  • transfer of the prepared procedural documents to ensure the beneficiary's independent representation;
  • representation of the beneficiary's interests in court;
  • financial support for the conduct of a court case;
  • strategic litigation defence.

The legal service comprises regional offices, the Help Line, and the Legal Adviser for IDPs chatbot.

The Legal Adviser for IDPs chatbot

The Legal Adviser for IDPs chatbot is the first and the only service providing free legal aid 24/7.

It is available on Telegram, Facebook, and Viber. You do not need to download anything else to your phone or computer; there are no pre-registration, questionnaire, or "subscriptions".

The main categories of issues covered by the chatbot:

  • martial law, state of emergency;
  • personal documents;
  • pension, social assistance;
  • travelling abroad;
  • labour issues, individual entrepreneurs;
  • housing, humanitarian and other assistance;
  • family, education, protection, etc.

R2P's Helpline

It is free, fast, and professional legal advice on urgent problems related to forced displacement. Specialists who have worked in the field for a long time and have experience in advocacy and other legal activities provide consultation.

The most common questions we help with daily:                    

  • registration of IDPs;
  • social and pension provision;
  • personal documents (obtaining or restoring passport documents, TINs, birth and death certificates, other civil status acts, establishing legal facts);
  • freedom of movement (within the country and abroad);
  • mobilisation and military duty;
  • access to adequate housing;
  • HLP (housing, land, property) — destroyed, damaged housing and property, documentation of destruction, access to compensation;
  • injuries, deaths during hostilities;
  • obtaining IDP, refugee/asylum seeker status;
  • labour rights (dismissal, unemployment status, non-payment of wages, access to starting/restarting a business);
  • documenting and protecting the interests of people whose human rights have been violated as a result of hostilities;
  • guardianship and other family issues;
  • settlement of credit relations during martial law;
  • other war-related matters.
