How to Receive Cash Assistance for Rent from UNHCR? Official Information

Right to Protection, in partnership with UNHCR, is conducting data collection for receiving cash assistance for housing rent in 2026. The project is being implemented in Kyiv city and Kyivska oblast, as well as in Dnipropetrovska, Zaporizka, Kirovohradska, and Poltavska oblasts. Its goal is to support IDP families (after 24 February 2022) and families who have returned to Ukraine from abroad and do not have an appropriate and stable place of residence, as well as to facilitate their integration into hromadas. Cash assistance includes compensation for housing rental costs during six months.

Who can receive assistance?

A household is an individual or a group of individuals connected by direct family ties (parents-children, grandparents-grandchildren, husband-wife, brothers-sisters) or couples who do not have a legally formalised marriage but lead a common life and live together.

Within the framework of the project, assistance can be provided to households consisting of:

  • IDPs who relocated more than 6 months ago;

  • evacuated persons who relocated less than 6 months ago due to security threats, particularly from territories that are temporarily occupied, close to the front line, or where active hostilities are or have been taking place;

  • persons who returned less than 1 year ago to their places of permanent residence after forced displacement abroad due to warfare after 24 February 2022 and have financial difficulties or need urgent support to stabilise living conditions, especially if they do not have their own housing or it is:
    ● located in temporarily occupied territories / the zone of active hostilities;
    ● damaged or destroyed and uninhabitable.

Individuals who may be included in the project must be residing in:

  • places of temporary residence (PTR), such as modular towns and temporarily equipped institutions for living (kindergartens, schools, hospitals, etc.);

  • private housing and have the risk of eviction, particularly in cases of:
    ● inability to pay for housing due to unforeseen economic circumstances;
    ● an unexpected increase in rent;
    ● the owner's (landlord’s) desire to use the housing for other purposes (sale, accommodation of relatives, changing tenants, etc.);

  • private housing with unsatisfactory conditions, which include, in particular:
    ● overcrowding of housing;
    ● lack or limited access to basic services (water supply, electricity, heating, sewage);
    ● uninhabitable or emergency condition of the premises;
    ● inappropriate level of safety and privacy.

Attention!

Participation in the programme can only be taken by those households, none of whose members are currently participating or have ever participated in any charitable cash assistance programme for housing rent since 2022.

Programme participants must be able to independently pay for private housing rent after the support period ends. To do so, candidates for participation must have a clear step-by-step action plan for the next 6 months aimed at the acquisition of financial capability to pay rent, which includes, in particular:
● employment;
● obtaining additional income;
● starting or developing their own businesses;
● acquiring new or enhancing existing professional skills, etc.

If a move is necessary, the participating household must independently find housing for residence and pay the first two months of its rent. These expenses are compensated within the framework of the cash assistance programme.

The provided answers will be analysed. If the household meets the conditions and criteria of the programme, they will be called and invited for a personal interview, based on the results of which they may be included in the programme as a candidate.

Method of receiving cash assistance

Payments will be transferred to the head of the household, as indicated during the data collection for assistance, to their bank account specified during registration, provided that the household complies with the programme participation conditions.
