How to Receive Cash Assistance for Rent from UNHCR? Official Information

Right to Protection, in partnership with UNHCR, is collecting data to receive cash assistance for rent in 2025. The project is being implemented in Kyiv/Kyivska oblast, as well as in Dnipropetrovska, Poltavska, Kirovohradska, and Zaporizka oblasts. Its goal is to support internally displaced families (after 24 February 2022) and facilitate their integration. The assistance provides for reimbursement of the cost of housing rent for six months.

Who is Eligible for Assistance?

  1. IDPs and persons who have returned from abroad live in collective centres (listed below) or face other threats of eviction from their temporary accommodation:
    ● collective centres included in the official list, in accordance with CMU Resolution No. 930;
    ● collective centres that are primarily intended for other purposes and are not suitable for long-term residence by IDPs (kindergartens, schools, medical facilities, etc.) and may be dismantled;
    ● modular towns;

  2. IDPs and persons who have returned from abroad and live in rented housing with unsatisfactory living conditions;

  3. IDPs and returnees living in rented housing and at risk of eviction.

All applicants must have a plan for future activities that will enable them to pay rent after the support period, such as securing employment at their main place of work, taking on an additional part-time job, pursuing self-employment, or acquiring new or additional professional skills to earn a higher income in the future.

Participating households must also arrange their accommodation and cover the first two months' rent (expenses will be reimbursed).

Only households in which none of the members are currently participating or have ever participated in any rental assistance programme and are not participating in any government rental subsidy programmes are eligible to participate in the programme.

Applying to Participate in the Programme

The answers provided will be analysed and, if they meet the conditions and criteria, you will be contacted by telephone. If you meet the conditions and principles of the programme, you will be invited to a personal interview. Based on the results of the personal interview, the household may be eligible to participate in the programme.

Method of Receiving Cash Assistance

Payments will be transferred to the head of the household (as identified during the data collection process) via the Vibrant digital wallet (in digital US dollars). The individual will receive an SMS with a link to download the application.
