Receiving Cash Assistance from Right to Protection within the Response Consortium (2026): Official Information

The programme operates in the Dnipropetrovsk, Zaporizhzhia, Mykolaiv, Odesa, Sumy, and Kharkiv oblasts.

*Cash assistance is provided within the framework of the Response Consortium: Providing Multidisciplinary Humanitarian Assistance to the Conflict-Affected Population in Ukraine (2023–2026) project by Right to Protection as a partner of the Response Consortium, coordinated by ACTED, with financial support from the U.S. government.

Who can receive assistance?

The application can be submitted by the individuals/families who meet all the criteria:

  • internally displaced persons (IDPs) or local residents;
  • living close to the frontline or state border (up to 50 km) with the Russian Federation in the defined areas of the programme;
  • having an income lower than 8,422 per person.

Also, within the framework of the program, registration is provided for IDPs who:

  • were forced to leave their place of residence due to risks to their safety and dignity;
  • relocated more than 45 days ago, but not more than 6 months ago;
  • live more than 50 km away from the front line or the state border with russia.

The selection of participants is based on a comprehensive assessment that takes into account:

  • employment status;
  • the presence of a disability or a serious medical condition;
  • the size and composition of the household (for example, households with single parents);
  • the age of household members;
  • proximity to the front line;
  • the type of settlement (rural/urban);
  • displacement status;
  • coping strategies related to livelihoods.

Attention!

Compliance with one or more criteria does not guarantee participation in the programme!

To confirm compliance with the program's conditions and vulnerability categories, it is necessary to provide relevant documents.

List of required documents for registration:

  • An identity document.
  • Registration number of the taxpayer's account card (RNOKPP) of all household members.
  • Valid IBAN of a personal account in a Ukrainian bank for receiving payments.
  • Documents confirming the composition of the household and the presence of vulnerabilities.

Attention!

The account must be:

● personal and in hryvnias;

● opened in any bank in Ukraine for the individual applicant (not an individual entrepreneur);

● valid for at least six months and available for receiving money transfers.

The accounts linked to the cards of the ePidtrymka, eMaliatko, eVidnovlennia, Diia.Kartka, ​​Natsionalnyi keshbek programmes are not suitable for registration.

A bank transfer is the only possible way to receive assistance.

During registration, all household members included in the application must be personally present at the registration point. If a person with reduced mobility is unable to arrive, a mobile group visit can be organised within the locality where the registration is taking place.

All provided data is confidential and processed for the purpose of inclusion in the programme and cash assistance payment.

How does registration work?

  1. Preliminary selection and assessment of compliance with the programme's conditions.
  2. Invitation for the households that have grounds for inclusion to register on specified dates and times.
  3. Providing all necessary documents during registration.
  4. Decision on admission to the programme (made after verifying information and documents).

Amount of cash assistance and payment method

Cash assistance for individuals and households living close to the front line or the state border with the russian federation under conditions of increased risks, psychological stress, and rising living costs due to the war: 1,800 UAH per person per month, totaling 10,800 UAH per person over a six-month period.

Cash assistance for individuals and households who were forced to leave their residences due to life-threatening situations, shelling, or mandatory evacuation: 4,100 UAH per person per month, totaling 12,300 UAH per person over a three-month period.

The assistance is paid once for the entire support period to each household member separately, to the bank account specified during registration. Funds for underage, disabled, or incapacitated individuals are received by their legal representatives at presence of the relevant documents. The estimated time to receive assistance after registration is 4–6 weeks.
