Cash Assistance to IDPs and the War-Affected Population of Ukraine from Right to Protection within the Response Consortium

*Cash assistance is provided within the framework of the Response Consortium: Providing Multidisciplinary Humanitarian Assistance to the Conflict-Affected Population in Ukraine (2023–2024) project by Right to Protection as a partner of the Ukraine Reaction Consortium coordinated by ACTED, with financial support from the USAID Bureau of Humanitarian Assistance (BHA).

Who can receive assistance?

Individuals/families who have not yet received cash assistance from R2P and are not currently receiving financial aid from international organizations can apply:

  • IDPs (from 24.02.2022) residing in Dnipropetrovska, Zaporizka, Odeska or Kharkivska oblasts;
  • the war-affected population (have personal housing that has been damaged/destroyed since 24.02.2022 as a result of warfare or have a person who has been injured as a result of shelling/warfare since 24.02.2022 and is not a participant in combat operations) in the Dnipropetrovska, Zaporizka, Odeska or Kharkivska oblasts;

They also meet one or more vulnerability criteria:

  • a household consisting exclusively of an older person or persons (60+);
  • a household with three or more children;
  • a household with a child under the age of two;
  • a household with a pregnant woman;
  • a household with a person with a disability of group I or II.

"Cash Assistance for Vulnerable Affected Populations in Southeastern Ukraine", in partnership with Peace Winds Japan and financial support of Japan Platform (2024)

The cash assistance is provided within the framework of Cash Assistance for Vulnerable Affected Populations in Southeastern Ukraine from the Right to Protection project, implemented in partnership with the Japanese organisation Peace Winds Japan (with the financial support of Japan Platform).

Who Could Receive Assistance?

Individuals/families who have not yet received cash assistance from R2P and have not received or registered for cash assistance from international organisations in the last three months, and who have an income of less than UAH 6,318 per family member, can apply:

  • households permanently residing in the areas where combat operations have been ongoing for the last four months (within Zaporizka oblast);
  • households that were forcibly displaced to Zaporizka oblast over 30 days ago.

They also meet one or more vulnerability criteria:

  • a household headed by one person (male or female);
  • a household with a person with an established disability;
  • a household with a pregnant woman;
  • a household with foster parents or guardians;
  • a household with children under four years of age (inclusive);
  • households with three or more children;
  • a person with a chronic orphan disease (list: https://t.ly/RvnWH);
  • older people (60+).

Cash assistance from UNHCR for rent (2023)

R2P, in partnership with UNHCR, collects data on receiving cash assistance for rent.

📍The programme operates in Kyiv, Cherkasy, and Kirovohrad regions. 

The programme aims to support IDP families and facilitate integration after forced displacement. The assistance includes reimbursement of the cost of renting a house for a family for 6 months.

❗️Cash assistance is provided exclusively for rental housing.❗️ 

Who could Get Help?

The programme was open to IDP families who were forced to move after 24.02.2022, have not yet received targeted rental assistance from international organisations, and belong to one of the following categories of people: 

  1. Reside in a place of compact settlement and are ready to continue renting housing after the programme completion.
  2. Reside in a place of compact settlement that is going to be disbanded.
  3. At risk of eviction/loss of rented housing and have at least one of the following vulnerability criteria listed below.
  4. Recently displaced families who do not want to live in CCs and have at least one of the following vulnerability criteria listed below.

Mandatory vulnerability criteria for population categories 3 and 4 are: 

  • families with only one parent (either a father or a mother) with one or more children under the age of 18 or with an older person over 55 years of age;
  • families headed by one single/multiple single older persons aged 55 or an older person with one or more children under the age of 18;
  • families with one or more persons with special needs (disability, chronic illness, etc.);
  • families taking care of unaccompanied children (documented).

Cash Assistance from HIAS in Cooperation with R2P (2022-2023)

The war-affected population in Brovary, Bucha, Irpin and other settlements of Kyiv region, as well as in Kharkiv region, will be able to receive additional cash assistance from HIAS. The payment will amount to UAH 6,660 for each family member.

Who Could Receive Assistance?

Not only people who have lost their homes, businesses, and livelihoods as a result of the war in the area but also vulnerable IDP families in these regions (with two or more children, people aged 55+, pregnant women or young mothers with babies under 2 years old, people with disabilities, single-parent families, etc.) IDP families registered within the last month are prioritised even if they do not have the vulnerabilities listed above!

Thus, the following categories can receive cash assistance:

  1. Families (IDPs) have been displaced within the last 30 days. 
  2. Households affected by sudden shelling, families who have lost their livelihoods (damaged/lost shops, farms, livestock, etc.) due to the war.
  3. IDPs or people displaced more than 30 days ago, have an income of less than UAH 5,400 per person (for the last 3 months) and meet at least one of the vulnerability criteria:
  • have two or more children;
  • there are persons with disabilities;
  • the head of the household is one person (male or female);
  • there are pregnant women and women with babies under 2 years of age;
  • have older people (55+ years) in the family.

Families who have already received payments from other international organisations cannot apply!

Cash Assistance from the Response Consortium in Cooperation with R2P (2022)

R2P, as a partner of the UKRAINE RESPONSE CONSORTIUM, with the cash support of the USAID Bureau of Humanitarian Assistance (BHA), is now accepting applications for cash aid — UAH 2,220 per family member for 3 months.

"Newly arrived" IDPs — families who have moved to Sumy, Dnipro, Khmelnytskyi and Kyiv regions in the last month — can receive material support from the Response Consortium in partnership with R2P with cash assistance from the USAID Bureau of Humanitarian Assistance (BHA).

Who Could Apply?

The following categories are eligible for cash assistance:

1. Families (IDPs) who have been displaced within the last 30 days.

2. Households affected by sudden attacks, families who have lost their livelihoods (damaged/lost shops, farms, livestock, etc.) due to the war.

3. IDPs or people who moved more than 30 days ago (before 1 September), have an income of less than UAH 5,400 per person (for the last 3 months) and meet at least one of the vulnerability criteria:

  • have two or more children;
  • have persons with disabilities;
  • the head of the household is one person (male or female);
  • have pregnant women and women with babies under 2 years of age;
  • have older people (55+ years) in the family.

Families who have already received payments from other international organisations cannot apply!

Cash Assistance from the Consortium for the Defence of Ukraine in Cooperation with R2P (2022)

To support families with children, pregnant women, and the elderly who have moved or evacuated from the occupied or de-occupied territories to Chernivtsi, Vinnytsia, Dnipro, Zaporizhzhia, and Lviv regions, as well as IDP families with specific vulnerabilities, the international association of humanitarian organisations, the Ukraine Protection Consortium (USA), with cash support from the USAID Bureau of Humanitarian Assistance (BHA) and in partnership with Save the Children, an international child protection organisation, provides financial assistance. The project is implemented in Ukraine by R2P.

The following categories of IDPs will receive payments of UAH 2,220 per person for 3 months:

1. Families (IDPs) who have been displaced within the last 30 days and do not have safe housing (relatives, rented at their own expense).

2. Families (IDPs) who do not have safe housing (relatives, rented at their own expense) and are headed by women, older people aged 60+, persons with disabilities.

3. Families (IDPs) who do not have safe housing (relatives, rented at their own expense), who have children and:

  • persons with disabilities, chronic illness, temporary trauma;
  • an older person aged 60+ years;
  • two or more children;
  • a child under guardianship;
  • a pregnant woman or a mother with a baby (under 2 years of age).

4. Households affected by sudden attacks; families who lost a family member; families who lost their livelihoods due to the war (damaged/lost business, farm, livestock, etc.).

❗️ Households that have already received payments from other international organisations less than 3 months ago cannot apply.

Cash Assistance from the Consortium for the Defence of Ukraine in Cooperation with R2P (2023)

The cash assistance was provided within the framework of the project "Protecting Lives through Integrated Multi-Sectoral Support" by R2P as a partner of the Ukraine Protection Consortium coordinated by Save the Children. The programme is implemented with financial support from the USAID Bureau of Humanitarian Assistance (BHA).

The total amount of assistance is UAH 6,660 per family member.

The programme operates in Dnipropetrovsk, Zaporizhzhia, Mykolaiv, and Kherson regions.

Who Could Receive Assistance?

❗️ Attention: People who can apply for financial assistance are those who: 

  • have not yet received cash assistance from the Consortium for the Protection of Ukraine;
  • have not received cash assistance from other international organisations, or have received payments more than 3 months ago at the time of application.

✅ You can contact us if you/your family belongs to the following categories:

1. IDP households (as of 24.02.2022) that do not have safe housing (owned, rented or provided/shared with relatives) and meet at least one of the vulnerability criteria.

2.1. Households in Zaporizhzhia and Kherson regions who do not have safe housing (owned, rented or shared with relatives) and whose housing was destroyed or damaged by shelling.

2.2. War-affected households in Zaporizhzhia and Kherson regions that do not have safe housing (owned, rented or shared with relatives), have an income per family member of less than UAH 5,400 per month and meet at least one of the vulnerability criteria.

3.1. Households in Kherson and Mykolaiv regions affected by the Kakhovka hydroelectric power station explosion.

3.2. IDP households displaced after 6 June 2023 from communities in Kherson and Mykolaiv regions affected by flooding and destruction due to the Kakhovka HPP explosion.

✅ Vulnerability criteria (!for the points 1 and 2.2!):

  • a household headed by a woman;
  • a household headed by an older person (60+) with one or more dependents*;
  • a household consisting of a single person with a disability or chronic illness;
  • a household with one or more dependents* and an older person (60+);
  • a household with a non-native child/children;
  • households with two or more dependents*;
  • a household with a child with a disability or chronic illness;
  • a household with a pregnant woman or child/children under two years of age;
  • a household whose dwelling was destroyed/damaged.

* A dependent is a person who is economically dependent on other family members. This can be:

  • a family member with a disability — has long-term physical, mental, intellectual or sensory impairments that, in combination with various barriers, may prevent them from fully and effectively participating in public life on an equal basis with others;
  • a family member with a temporary or permanent disability/injury;
  • a family member with a chronic illness — a physical/mental condition that requires constant medical care, medication and/or limits daily activities;
  • a child — a person under the age of 18.

Cash Assistance from R2P in Partnership with the Czech Humanitarian Organisation People in Need, with the Financial Support of the Foreign and Commonwealth Office (FCDO, UK) (2023)

R2P implemented the programme to provide cash assistance to war-affected civilians after 24 February 2022 in partnership with the Czech humanitarian organisation People in Need, with the financial support of the Foreign and Commonwealth Office (FCDO, UK).

The primary beneficiaries are internally displaced persons (IDPs) and the war-affected population. The total amount of assistance is UAH 6,660 per family member.

REGIONS OF PROGRAMME IMPLEMENTATION

People in Need's Ukrainian branch, in collaboration with the government and humanitarian organisations, will conduct data collection for inclusion in the cash assistance program in the following regions:

  • Kharkiv;
  • Khmelnytskyi.

People who live in these regions and meet the programme's criteria can be registered in the assistance programme.

Who Could Receive Assistance?

⚠️ Only citizens of Ukraine who live in the communities where data is collected for cash assistance can register!

To ensure that assistance is provided to those who need it most, the project's target audience is subject to programme eligibility criteria, which is a tool for identifying those most in need of multi-purpose cash assistance and is determined within the household.

Eligibility Criteria for Registering for Cash Assistance

✅ If the person has NOT registered and has NOT received cash assistance of UAH 2220 per person per month from another humanitarian organisation.

✅ If the person has registered or received financial assistance of UAH 2220 per person per month from another humanitarian organisation (NOT from R2P) BEFORE 1 December 2022.

✅ And also belong to one of the following categories:

1️⃣ IDP households that have been displaced within the last 30 days.

2️⃣ IDP households that have been displaced more than 30 days ago but not earlier than 24 February 2022, have an income of less than UAH 5,400 per person per month (within the last 3 months) and meet at least one of the vulnerability criteria:

2.1. the household is headed by one person (including both men and women);

2.2. households with elderly members (55 years and older);

2.3. households with two or more children;

2.4. households with people with disabilities;

2.5. households with a pregnant woman and/or children under 2 years of age.

3️⃣ Households affected by shelling: families who have lost or have damaged housing and livelihoods (damaged/lost shop, farm, livestock).

4️⃣ Households living in communities located up to 30 km from the frontline (Kharkiv region).

5️⃣ Households living in communities where there are severe interruptions in water supply, electricity, network (telephone) coverage and gas that have been observed for over 12 hours a day for the majority of the community population.

6️⃣ Households residing in communities that have recently been accessed or listed for mandatory evacuation.

7️⃣ Households residing in communities that have experienced more than 8 shelling incidents (at least once per day, over 8 days) or in settlements that have experienced at least one shelling incident in the last 14 days.
