Strategic Vision for the PULSE Development Over the Next 3 Years

January 29, 2026

During the strategy session of the First National PULSE Consortium, a shared vision for the future was developed, and key challenges and priorities for the next six months were identified. The meeting focused on strengthening PULSE’s role as a leader in localisation processes and supporting a gradual transition to the humanitarian-development approach rather than emergency response.

Key Results of the Strategy Session

The participants identified several principles for the further development of the Сonsortium:

  • PULSE is not limited to emergency response or work in the protection sector.
  • In the near future, the Consortium will expand its activities in the field of health and, later, shelter, and will also work with veterans.
  • In the long term, PULSE aims to become a humanitarian and development player capable not only of providing assistance, but also of strengthening national systems and advocating for systemic change where it is most needed by beneficiaries.

A separate part of the session was devoted to analysing external trends in the humanitarian and development sectors. This provided a better understanding of the context in which the Consortium operates and the factors that will influence its progress.

From Vision to Action

The final outcome of the session was a preliminary mapping of the Consortium’s strategic work for the next six months, along with the development of approaches to roles, responsibilities, and interaction principles within PULSE.

The strategy session was an important step towards establishing a common direction for the Consortium and laid the foundation for further decisions and partnerships.
