Recovery must include everyone: support the Statement to protect the rights of people in the TOT.

In their Unlocking the Potential for Recovery by Guaranteeing the Rights and Inclusion of Ukrainians from the Temporarily Occupied Territories Statement, national and international humanitarian and human rights organisations emphasise that Ukrainians who remain under occupation are not forgotten - they are and remain citizens of Ukraine. All efforts for national recovery should consider their rights and needs, ensuring their direct participation in the process.

They call for joining the Statement, which addresses international donors and the government of Ukraine and recommends to:

  • integrate the needs of TOT residents into all recovery directions;
  • prioritise funding for documenting violations, establishing transitional justice mechanisms, and developing reintegration services and safe evacuation routes for Ukrainians in the TOT;
  • promote the inclusion of both property and non-property losses and damage caused by human rights violations since 2014 in international mechanisms for compensation;
  • develop and implement a national system for collecting, analysing and monitoring data on human rights violations.

"No roadmap for recovery can be implemented without a clear commitment to ensure the rights, needs, and future of every citizen of Ukraine, no matter where they are today," the Statement reads.
