PULSE: First National Consortium

In the context of the ongoing war and a large-scale humanitarian crisis in Ukraine, it is critical not only to provide assistance but also to build an effective humanitarian protection system. It is with this goal in mind that the PULSE consortium was established, bringing together eight leading civil society organisations and charitable foundations working in the field of humanitarian aid and human rights protection in Ukraine.

What is PULSE?

PULSE is Ukraine's first inter-organisational platform that combines the experience, resources, and expertise of leading organisations for systemic change in the field of humanitarian response. The acronym stands for:

  • Protection;
  • Unity;
  • Leadership;
  • Support;
  • Empowerment.

This is the pulse of change beating in every oblast of Ukraine.

Mission

The goal of the PULSE consortium is to build an effective, people-centred humanitarian system in Ukraine. Its work is focused on:

  • protecting the rights of the war-affected population;
  • ensuring access to assistance for vulnerable groups;
  • promoting gender equality principles;
  • supporting inclusivity in all humanitarian processes, etc.

This form of interaction in the sector promotes better coordination between organisations, efficient allocation of resources, development of joint humanitarian programmes, and advocacy for changes in national protection policies.

The consortium advocates a systematic approach to humanitarian aid, in which each organisation reinforces the other, and all decisions are centred on people and their dignity.

PULSE member organisations

The consortium brings together organisations working at the forefront of humanitarian protection:

  1. Right to Protection — protecting people affected by wars, disasters and forced displacement.
  2. Caritas Ukraine — social protection and support for affected populations and people with disabilities.
  3. NGO Girls — assistance to survivors of gender-based violence.
  4. Voices of Children — psychological assistance and protection of children's rights.
  5. Proliska Humanitarian Mission — help to those who find themselves in the most challenging circumstances by providing resources, support and necessary services.
  6. League of the Strong — support for people with disabilities.
  7. Helping to Leave — accompanying people leaving dangerous areas and providing assistance after departure.
  8. The HALO Trust Ukraine — humanitarian demining and explosive ordnance risk education.

PULSE is not just a platform for sharing information, but a professional response to the challenges of war and a reliable mechanism for implementing sustainable solutions in humanitarian protection.
