R2P specialists are actively working to ensure that people who do not have citizenship in any country can finally obtain documents and exercise their rights without hindrance.
Due to legislative gaps, the ongoing war since 2014, and the collapse of the USSR, statelessness is still widespread in Ukraine. Therefore, in 2023, lawyers and attorneys continued to work directly on documenting people, including on recognition them as stateless persons and confirmation their Ukrainian citizenship. The main difficulty in such cases is the person's identification, as most people seeking help do not have identity documents and often have no other records of their lives.

"One of the challenges of 2023 for both the state and the Assistance to Statelessness Population programme direction was the problem of access to the fundamental rights of stateless and undocumented people at the stage of the documentation process, as such procedures can often take years, and the need for medical care, social security, and other rights is very acute for such vulnerable categories of the population".
In addition, in 2023, to effectively assist the stateless persons in exercising their legal rights and influence the situation of the stateless population at the state level, the programme direction conducted a study on the access of stateless and undocumented persons to fundamental rights in Ukraine and organised a training project for stateless persons.
