Cash assistance from UNHCR for rent - how to get help?

R2P, in partnership with UNHCR, collects data on receiving cash assistance for rent.

📍The programme operates in Kyiv, Cherkasy, and Kirovohrad regions. 

The programme aims to support IDP families and facilitate integration after forced displacement. The assistance includes reimbursement of the cost of renting a house for a family for 6 months.

❗️Cash assistance is provided exclusively for rental housing.❗️ 

Who Can Get Help?

The programme is open to IDP families who were forced to move after 24.02.2022, have not yet received targeted rental assistance from international organisations, and belong to one of the following categories of people: 

  1. Reside in a place of compact settlement and are ready to continue renting housing after the programme completion.
  2. Reside in a place of compact settlement that is going to be disbanded.
  3. At risk of eviction/loss of rented housing and have at least one of the following vulnerability criteria listed below.
  4. Recently displaced families who do not want to live in CCs and have at least one of the following vulnerability criteria listed below.

Mandatory vulnerability criteria for population categories 3 and 4 are: 

  • families with only one parent (either a father or a mother) with one or more children under the age of 18 or with an older person over 55 years of age;
  • families headed by one single/multiple single older persons aged 55 or an older person with one or more children under the age of 18;
  • families with one or more persons with special needs (disability, chronic illness, etc.);
  • families taking care of unaccompanied children (documented).

Addresses of Data Collection Points

⚠️ For application, the personal presence of all family members at the data collection point is mandatory. Families with members with reduced mobility who cannot come to the data collection point can submit an application with original documents and a medical certificate confirming the medical condition.

List of required documents:  

  • identity document, passport number, address of registration, place and date of birth;
  • IDP address and registration number (if available);
  • birth certificates of children;
  • tax number (required for payment of assistance);
  • documents confirming belonging to the specified vulnerability categories (certificates, extracts, etc.);
  • an obligation signed by the beneficiary to use the resources for the intended purpose — rent.

Method of Payment of Cash Assistance

❗️ Important: after applying, our experts will additionally check the information for compliance with the terms of the programme and for the fact of receiving similar aid from other international organisations. Expect the first payment at least 4 weeks from the date of application. 

1️⃣ Through the mobile application and money transfer system

You will receive an SMS notification about receiving funds on your mobile phone.

You must download the Vibrant app to receive UNHCR assistance on your digital wallet. Create an account in Vibrant using the phone number, month and year of birth you used to register for assistance. Once your details are verified, you will receive a notification in the app, and the cash will be transferred to your wallet.

You can receive your funds via the MoneyGram money transfer system in cash or by crediting your bank account (we recommend checking with your bank to see if it supports this service). Follow the in-app prompts, fill out a withdrawal request and receive a transfer code. Visit any MoneyGram partner branch to receive cash assistance (find the nearest MoneyGram branch here). Call the MoneyGram outlet in advance to make sure that funds are available. There, tell the consultant that this is a cash withdrawal transaction. Remember to bring a document proving your identity (passport of a citizen of Ukraine, international passport, ID) and the MoneyGram transfer code.

2️⃣ To a bank card (for those who do not have a smartphone)

Please note: Such a bank card must be valid for at least 6–8 months, and: 

  • belong to you;
  • be in UAH;
  • be not a social card, "ePidtrymka" / "eMalyatko" cards are unsuitable!

You must provide the card number 16 digits (without spaces) / bank account IBAN — UA+27 digits (without spaces). 

ATTENTION: We do not need your CVV code (three-digit code on your bank card). Foundation staff should refrain from asking for it.

All information you provide during the registration is confidential and will be entered into the UNHCR database. By submitting personal data, you consent to its transfer to the financial service provider to receive financial assistance.
