On 3 October, an important event, the Warsaw Human Dimension Conference, took place, at which Aleksandra Kistowska, the Fund's Advocacy Manager, took part. In her speech, she highlighted the obstacles the asylum seekers from Ukraine faced. Many changes in the legislation and availability of services for Ukrainian asylum seekers in Poland marked the period from April to June 2024. The most significant ones concerned the availability of housing and changes in the education system. On 1 July 2024, the Act on Amendments to the Act on Assistance to Citizens of Ukraine came into force. With the signing of this document, a number of controversial and problematic issues arose for Ukrainians in Poland.
The main obstacles for temporary protection seekers from Ukraine in 2024:
- eviction and homelessness (one of the main reasons is the expiration of the 40+ programme)
- limited access to medical services (high cost of services for asylum seekers and long waiting times for services);
- obstacles related to the compulsory education of Ukrainian children in Polish schools (insufficient number of intercultural assistants and Ukrainian-speaking psychologists, increased risk of bullying);
- obstacles related to the transition to a three-year residence permit (CUKR).

The current situation emphasises the urgent need to develop comprehensive solutions that consider the real needs of asylum seekers, especially in the context of access to housing, medical services, education and legalisation in Poland. A broad information campaign is needed to provide Ukrainian asylum seekers with clear and up-to-date information about their rights and opportunities in Poland to overcome these obstacles.
