On Thursday, 30 November, R2P, together with the UNHCR and with the support of the Ministry of Justice of Ukraine, held the Birth Registration for Every Child in Ukraine: Achievements, Problems and Solutions conference.
Representatives of the Ministry of Justice of Ukraine, the Ministry of Foreign Affairs, the Ukrainian Parliament Commissioner for Human Rights, the Supreme Court of Ukraine, the State Migration Service, UN agencies, international and national NGOs and many others attended the event.
At the beginning, the participants were greeted by Karen Whiting, UNHCR Deputy Protection Representative in Ukraine, Oleksandr Galkin, President of R2P, and Iryna Dubykivska, Head of the Department for State Registration of Civil Status Acts and Apostillation of the Ministry of Justice of Ukraine. They stressed the importance of such events.
The conference featured three panel discussions with experts and practitioners, and all participants were involved in the debate. First, they discussed the groups of people who face difficulties registering births, obstacles to such registration and obtaining birth certificates, etc.
The second panel discussion focused on the problems Ukrainians face when registering the births of their children born in the occupied territories, how the state can simplify this procedure and what risks exist.
Iryna Dubykivska, Head of the Department for State Registration of Civil Status Acts and Apostillation at the Ministry of Justice of Ukraine, noted that such events are essential for discussing opportunities and challenges in birth registration.
"I believe that this event allowed everyone to hear about the existing possibility and availability of services in the field of birth registration. It was helpful for me because I heard about specific issues in the territorial units regarding the availability of services and the need to pay additional fees. Therefore, I will hold relevant training sessions and seminars after this event.
I think all the participants benefited from this event because the introduction of an administrative procedure in Ukraine must be approached very carefully. Ukraine is not the experience of Georgia or Moldova, and not only employees of the registration authorities but also all other institutions that will receive these documents from us should be prepared for the history of the administrative procedure, and they should understand that they are of high quality, legally executed, not falsified and are proof of a particular legal fact," she said.
In addition, the participants discussed the registration of births that took place in countries of asylum and the problems faced by refugee children upon returning to Ukraine.

A multilateral discussion of all those interested and involved in child rights, birth registration, and documentation procedures in Ukraine is important and, I hope, will contribute to a faster resolution of existing concerns and the development of new solutions. It is also important to focus on vulnerable groups, who often cannot use even the existing procedures for obtaining documents available to others on their own.
This event is dedicated to the 9th anniversary of the #IBelong global campaign to end statelessness worldwide.
The campaign was launched in November 2014. The goal of the #IBelong campaign is to eradicate statelessness within ten years by identifying and protecting stateless people, resolving existing statelessness situations and preventing new ones.
Birth registration is one way to prevent statelessness, as birth certificates contain critical information that helps children confirm or acquire a nationality.
