Stateless Person: Babylon'13 Created a Documentary in Collaboration with R2P

A movie about statelessness has been made in Ukraine. It tells the true story of Andrii Li, a man who has lived in Ukraine for over 30 years without documents. No country in the world recognises him as its citizen.

Andrii was born in Tajikistan. In the 1990s, when he was 17, his family moved to Ukraine. His parents kept their Soviet passports, but Andrii himself had no documents. The family tried to resolve this issue on their own but faced repeated rejections and confusion about what to do next. Without documents, Andrii could not officially find employment, receive free medical care, or even purchase a train ticket. The situation only changed when he sought help from Right to Protection.

Babylon'13, in collaboration with the Fund, created a short documentary film, Stateless Person, about Andrii's journey. The film is an attempt to make visible those whose stories are usually overlooked and to show that behind every such problem there is a human life.

When we talk about statelessness, it is easy to reduce the problem to procedures, laws, and long queues at government agencies. However, we must remember that behind each such case there is a person whose life is greatly complicated without documents. This affects their ability to work officially, receive medical care, and feel dignity and security. That is why it was important for us to create a film to tell and highlight the stories of such people and remind everyone that behind the numbers and statuses, there are people's destinies.

Andrii's story is telling because it demonstrates the real challenges stateless people have faced in Ukraine for years. According to R2P's study, at least 236,000 people in the country are at risk of statelessness, and this figure may be higher due to the war.
