Right to Protection Signs a Joint Statement of European Human Rights Organisations on the Third Anniversary of the Activation of the EU Temporary Protection Directive

4 March 2025 marks three years since the European Union activated the Temporary Protection Directive, which has provided millions of people fleeing the war in Ukraine with the opportunity to obtain protection. 

R2P not only joined the 109 signatories of the statement prepared by the International Rescue Committee (IRC), the Danish Refugee Council (DRC), the Platform for International Cooperation on Undocumented Migrants (PICUM) and Caritas Europa but also proposed a critical addition that was taken into account in the final version of the document. We insisted on considering the situation of stateless persons and third-country nationals who have been granted refugee status or complementary protection in Ukraine.

Mykola Bilousov, Senior Legal Analyst of the Refugee and Asylum Seeker Assistance Unit at R2P said:

‘'Refugees and persons in need of complementary protection are entitled to temporary protection in EU member states on an equal footing with Ukrainian citizens. At the same time, these people face numerous obstacles in finding employment and obtaining residence permits due to lack of documents or other administrative barriers. That is why, due to the lack of a unified, coordinated approach in the EU to the provision of long-term protection, these vulnerable categories of people risk finding themselves in an irregular status after the end of temporary protection.’'

The statement calls on the EU to go beyond the extension of temporary protection to develop durable solutions for displaced people.
