Right to Protection's experts, with the support of UNHCR, conducted a training session, The Role of the Law Enforcement System in Ensuring the Rights of Stateless Persons and Those at Risk of Statelessness under Martial Law in Ukraine, for law enforcement officers in Kyiv.
The purpose of this event was to familiarise employees of various units of the National Police of Ukraine with the topic of statelessness, the legal status of stateless persons, and those at risk of statelessness. Coverage and joint discussion of these matters can help prevent the unlawful detention of such people and promote their right to freedom of movement, especially during martial law.
Sofiia Kordonets, Head of the Assistance to Statelessness Population programme direction of Right to Protection, delivered the opening speech. She talked about the current problems of stateless persons in Ukraine and the expectations from the training session.

"This is the first training session we have organised specifically for law enforcement officers. We believe that this experience is important for both us and them. The role of law enforcement agencies is to ensure the rule of law and security. At the same time, they must respect human rights. Therefore, our task at the training session is to highlight the concept and status of stateless persons, which should prevent the unlawful detention of undocumented stateless persons and promote their right to freedom of movement, especially during martial law."
The first part of the training session focused on the profile of stateless persons and those at risk of statelessness in Ukraine, their legal status, and the problems of documenting persons from the temporarily occupied territories of Ukraine. The event participants discussed in detail the issue of the emergence and spread of statelessness in our country and the experience of working with such people.
During the second part of the training session, the problematic issues of ensuring the rights of stateless and undocumented persons during detention by law enforcement officers were discussed. The participants shared their thoughts on the practical application of the knowledge gained when checking the documents of such people and detaining them for identification.
Andrii Khodak, Representative of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights, also joined The training session. He spoke on the topic, Problematic Issues of Observance of the Rights of Stateless Persons and Those at Risk of Statelessness during Martial Law in Ukraine. Andrii Khodak shared the Ombudsman's experience in exercising parliamentary control over the observance of the rights and freedoms of stateless and undocumented persons.
The event ended with a summary of the results and a discussion of possible ways to resolve the existing difficulties in this field. The participants also discussed further cooperation to prevent future violations of the rights of stateless persons and those at risk of statelessness.
Earlier, R2P held a two-day training course, Ensuring Access to Fundamental Rights for Stateless Persons, Refugees, and Asylum Seekers during Martial Law, for employees of the regional offices of the Ukrainian Parliament Commissioner for Human Rights.
