R2P's Programme Director, Nadiya Kovalchuk, and Advocacy Coordinator, Ksenia Gedz, Participated in the Fourth Humanitarian Senior Officials Meeting on Ukraine
On 16 April, Nadiya Kovalchuk, Programme Director, and Ksenia Gedz, Advocacy Coordinator of R2P, participated in the Fourth Humanitarian Senior Officials Meeting on Ukraine, organised by the European Commission (DG ECHO), which took place in Brussels. The meeting brought together representatives of international donors, organisations, and foreign governments who play critical roles in Ukraine's humanitarian response and early recovery. Iryna Vereshchuk, Deputy Prime Minister and Minister for Reintegration of the Temporarily Occupied Territories, and Oleksandr Kubrakov, Deputy Prime Minister and Minister for Reconstruction of Ukraine, also joined the event.
In her speech, Nadiya Kovalchuk focused on housing solutions, which are critical to both humanitarian response and early recovery in Ukraine. She also stressed the need to develop a clear and transparent system of housing solutions for the war-affected population, internally displaced persons, and those returning from abroad to Ukraine.

Finding and developing long-term solutions for IDPs is still a challenge for the Ukrainian government and society. When developing a new housing policy, the government must prioritise the needs of the most vulnerable. Due to the scale of the destruction, the implementation of any housing solution is impossible without external assistance.
At the event, senior officials discussed the challenges and prospects of humanitarian response and the possibility of a progressive transition from humanitarian to development programming in Ukraine. All participants stressed the importance and need for a more significant role for Ukrainian organisations in the humanitarian response. Continuing the discussion, Mila Leonova, Executive Director of the Alliance of Ukrainian Civil Society Organisations, of which R2P is a co-founder, presented a localisation strategy for Ukraine.
