In Vinnytsia, Right to Protection held another training for employees of the Ukrainian Parliament Commissioner for Human Rights and the free legal aid system

On 27 September, in Vinnytsia, the Assistance to Stateless Persons programme direction's experts conducted another training, Documentation of Stateless Persons and Those at Risk of Statelessness under Martial Law. The training was organised for employees of the regional offices of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights and the free legal aid system in Vinnytska, Lvivska, and Chernivetska oblasts.

The event focused on the issues of statelessness, protection of stateless persons and those at risk of statelessness, and legal regulation. The speakers also paid special attention to the practical difficulties of the statelessness determination procedure and confirming Ukrainian citizenship.

The training consisted of three panels. The participants performed practical tasks and participated in discussions on the peculiarities of the procedures for granting legal status and documenting stateless persons and those at risk of statelessness.

During the event, Sofiia Kordonets, Head of the Assistance to Refugees, Asylum Seekers and Stateless Persons Programme at R2P, spoke about the causes of the emergence and spread of statelessness in Ukraine and emphasised the relevance of this topic in times of war.

“The Ombudsman's Office and the free legal aid system are state institutions who primarily work with vulnerable people, including stateless persons and those at risk of statelessness. A detailed overview of the issue of statelessness and the peculiarities of documentation procedures in Ukraine by employees of these structures will help protect the rights of such categories of people and provide them with quality legal assistance.”

Anastasiia Koval, Senior Legal Analyst at R2P, spoke about Ukraine's international obligations to eradicate statelessness and ensure the rights of stateless persons. She also highlighted possible ways to document stateless persons and those at risk of statelessness in Ukraine.

Vadym Dumanskyi, Attorney of the Programme at R2P, spoke about the practical work with cases of such people in Ukraine. He outlined in detail the main difficulties of the statelessness determination procedure and confirmation of citizenship.

Earlier, our experts conducted a training session, Documentation of Stateless Persons and Those at Risk of Statelessness under Martial Law in Poltava. Employees of the regional offices of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights and the free legal aid system also attended it.
