In Kyiv, Right to Protection Took Part in the briefing, Reintegration on Pause? Consequences of possible liquidation of the Ministry of Reintegration

On 18 September, a briefing was held on a set of state policy issues related to protecting and restoring of the rights of the population affected by the armed aggression against Ukraine: Reintegration on Pause? Consequences of the Possible Liquidation of the Ministry of Reintegration.

The briefing focused on the redistribution of powers of the Ministry of Reintegration. In particular, it was emphasised that the reasons and mechanism for redistributing its functions among other ministries, mainly the Ministry of Regional Development, should be communicated and explained to the public. Representatives of the Coalition of Organisations dealing with the protection of the rights of the war-affected population have already developed a common position on these issues.

As noted by Ksenia Gedz, Advocacy Coordinator at R2P, it is important to preserve the function of coordinating the humanitarian response of the Ministry for Reintegration of the Temporarily Occupied Territories of Ukraine in the process of transforming this agency.

She also emphasized that according to the Humanitarian Needs and Response Plan for Ukraine for this year, about 14 million 600 thousand of our citizens need help.

The Ministry of Reintegration plays a key role in coordinating the humanitarian response. It is essential to understand that the Ministry of Reintegration also coordinates evacuations and provides accommodation for evacuees, including people with disabilities and the elderly. At the same time, it is crucial to communicate clearly and understandably with all humanitarian actors on how the humanitarian response will be coordinated in the event of such a transformation of the Ministry of Reintegration.

In her opinion, ensuring communication with international partners on the future coordination of humanitarian response is also important. The main thing, as Ksenia Gedz noted, is to remember and realise the priority of respecting the law and ensuring the interests and needs of the affected population in the development of the new institutional configuration of the Ministry of Reintegration.

The activities of the government and the state as a whole should be aimed at developing long-term, sustainable solutions to overcome the crisis of internal displacement, reintegration after forced displacement abroad, and other challenges faced by people in connection with the war.
