Hromada 360: Driving Recovery and Development

Over three years of the full-scale war in Ukraine have led to unprecedented mass migration on the European continent since World War II: approximately 4.6 million* internally displaced persons, 4.2 million** abroad.

The war has caused human rights violations, destroyed infrastructure, caused economic decline and demographic shifts. Local hromadas face heavy pressure to support IDPs, deliver services, and rebuild.

Despite this, hromadas have stepped up, adapting to new realities and becoming drivers of recovery and growth.

R2P strives to form self-sufficient hromadas capable of restoring the well-being and dignity of IDPs and the war-affected population in a broadly defined sense. This vision is implemented through the Hromada 360 comprehensive approach, which addresses recovery, inclusion, and resilience in an integrated way — combining governance support, service provision, economic empowerment, and social cohesion.

Influencing hromadas is one of R2P’s strategic directions of activities. The Fund works with hromadas to strengthen their institutional capacity, specifically with the following audiences:

  • local self-government bodies;
  • local government bodies;
  • hromada residents;
  • civil society organisations;
  • businesses, institutions, and establishments in hromadas.

The Hromada 360 approach is built around five key pillars:

  • Hromada recovery management system;
  • Economic development;
  • Strengthening the social protection system and services;
  • Institutional and legal support for construction, housing, and property rights;
  • Social cohesion.

In Ukraine, it is necessary to provide resource support to amalgamated hromadas so that they can become full-fledged participants in the processes of recovery, integration, and unification of various social groups within hromadas based on justice and trust.
