Фінансову інформацію в Технічній частині не подавати./1. Evaluation Criteria/ Критерії оцінювання

All submitted offers will be evaluated based on a set of criteria designed to ensure the selection of a supplier that best meets organization’s needs. The key criteria include:

Усі надані пропозиції будуть оцінюватися на основі критеріїв, розроблених для забезпечення вибору виконавця, який найкраще відповідає потребам організації. Основні критерії включають:

1. Competitive price/ Конкурентоспроможна ціна - 30%
2. Level of education./ Рівень освіти. - 10%
3. CV/Резюме.- 20%
4. Description of the Implementation Plan for the Technical Specifications / Опис бачення реалізації технічного завдання - 20%
5. Experience working with civil society organizations /Досвід співпраці з організаціями громадянського суспільства.-20%

Tender proposals are evaluated by the evaluation committee based on the principle of best value for money. The maximum total score is 100 points: 70 points for the technical evaluation and 30 points for the financial evaluation. The minimum passing score for the technical evaluation is 40 points. Only proposals that reach this threshold proceed to the financial evaluation.

Technical evaluation (70 points):  •Level of education (10 points):

10 points: Master’s degree or Specialist degree in communications, marketing, management, nonprofit management, public administration, law, or other humanities, finance, or economics.

5 points: Bachelor’s degree in the fields of communications, marketing, management, nonprofit management, public administration, law or other humanities, finance, or economics.

0 points: No higher education OR no information provided

regarding education or copies of diplomas OR the Contractor’s education is completely irrelevant to the Client’s requirements.

 • CV (20 points): 20 points: Demonstration of comprehensive information in key areas and tasks related to the request, including a detailed description of responsibilities, skills, achievements, materials developed, and mentoring experience gained over the course of one’s career. The resume is up-to-date and contains information on the specialist’s activities for at least the past 5 years.

10 points: Demonstration of general information in key areas and tasks of the request. Work experience and key areas of activity are listed without additional details regarding skills, achievements, or work products. The resume is up-to-date and contains information on the specialist’s activities for at least the last 3 years.

5 points: A resume is provided that lacks recent experience over the past 3 years in the areas and tasks of the request, but reflects the contractor’s prior experience in performing similar tasks.

0 points: No resume is provided, or the experience is not relevant to the scope and tasks of the request

• Description of the Implementation Plan for the Technical Specifications (20 points): 20 points – The description of the vision for implementing the technical task is detailed, structured, follows the provided format, and aligns with the topic of the request.

10 points – The description of the vision for implementing the technical task is detailed, but does not include specifics regarding the questions the mentor plans to ask to clarify the request and guide the mentoring process.

7 points – the description of the vision for implementing the technical task is written in general terms and is only indirectly related to the topic of the request.

5 points – the description of the vision for implementing the technical task is provided but does not correspond to the topic of the request.

0 points – the description of the vision for implementing the technical task is not provided, or is not written out, or does not correspond to the topic of the request

• Experience working with civil society organizations 20 points – The applicant has significant experience collaborating with CSOs/women’s rights organizations/communities, including experience mentoring CSOs/women’s rights organizations specifically, taking into account the needs and particularities of preventing gender-based violence and domestic violence.

10 points - The applicant has limited experience collaborating with CSOs/women’s rights organizations; existing experience is not relevant to the scope of the request, etc.

0 points - The applicant has not worked with women’s rights organizations or CSOs.

Financial evaluation (30 points): the offered price per hygiene kit is evaluated using the formula (lowest price ÷ bidder’s price) × 30. The lowest-priced offer receives the maximum score.

The contract is awarded to the bidder with the highest total score.

Тендерні пропозиції оцінюються оціночною комісією за принципом найкращого співвідношення ціни та якості. Максимальна оцінка — 100 балів: технічна — 70 балів, фінансова — 30 балів. Мінімальний прохідний бал технічної оцінки — 40 балів. Лише пропозиції, що його досягли, допускаються до фінансової оцінки.

Технічна оцінка (70 балів):  •  Рівень освіти  (10 балів): 10 балів : Магістр, Спеціаліст у сферах комунікацій, маркетингу, менеджменту, управління неприбутковими організаціями, публічного управління та адміністрування, правничих наук чи інших гуманітарних наук, фінансів, економіки.

5 бали: Бакалавр у сферах комунікацій, маркетингу, менеджменту, управління неприбутковими організаціями, публічного управління та адміністрування, правничих наук чи інших гуманітарних наук, фінансів, економіки. 0 балів: Відсутність вищої освіти АБО не надана інформація щодо освіти або копії дипломів АБО освіта Виконавця повністю нерелевантна вимогам Замовника. •  • Резюме (20 балів): 20 балів: Демонстрація вичерпної інформації у ключових сферах та завданнях запиту, зазначений детальний опис повноважень, навичок, досягнень, розроблених матеріалів, менторства за час набуття досвіду. Резюме актуалізоване та містить інформацію діяльності фахівця щонайменше за останні 5 років.

10 балів: Демонстрація узагальненої інформації у ключових сферах та завданнях запиту. Зазначено досвід роботи, ключові сфери виконання без додаткової деталізації про навички, досягнення або напрацювання. Резюме актуалізоване та містить інформацію діяльності фахівця щонайменше за останні 3 роки.

5 балів: Надано резюме з відсутністю актуального досвіду за останні 3 роки у сферах та завданнях запиту, але відображено існуючий у виконавця попередній досвід виконання подібних завдань.

0 балів: Не надано резюме або досвід не є релевантним до сфери та завдань запиту.

 • Опис бачення реалізації технічного завдання (20 балів): 20 балів – опис бачення реалізації технічного завдання прописаний детально, структуровано, відповідно до запропонованої форми і відповідає темі запиту.

10 балів - опис бачення реалізації технічного завдання прописаний детально, проте не містить деталізації щодо питань, які ментор планує задавати для уточнення запиту та ведення процесу менторингу

7 балів – опис бачення реалізації технічного завдання прописаний узагальнено і опосередковано пов’язаний із темою запиту.

5 балів - опис бачення реалізації технічного завдання поданий, проте не відповідає темі запиту.

0 балів - опис бачення реалізації технічного завдання не поданий, або не прописаний, або не відповідає темі запиту.

• Досвід співпраці з організаціями громадянського суспільства  (20 балів): .20 балів - Учасник має значний досвід співпраці з ОГС/БПЖД/громадами, зокрема досвід менторства саме для ОГС/БПЖД, зважаючи на потреби та особливості попередження ГЗН та вчинення домашнього насильства.

10 балів - Учасник має незначний досвід співпраці з ОГС/БПЖД, наявний досвід не релевантний темі запиту тощо.

0 балів - Учасник не працював з БПЖД/ОГС.

Фінансова оцінка (30 балів): оцінюється ціна одного гігієнічного набору за формулою (найнижча ціна ÷ ціна учасника) × 30. Максимальний бал отримує пропозиція з найнижчою ціною.

Переможцем по кожному з 5 ЛОТів  визнається учасник з найвищим сумарним балом.

Всі розрахунки здійснюються виключно у національній валюті України (гривні) шляхом банківського переказу на поточний рахунок фізичної особи підприємця  - постачальника послуг протягом 7 робочих днів з дати подання акту виконих робіт, рахунку на оплату та звіту./All payments shall be made exclusively in the national currency of Ukraine (hryvnia) via bank transfer to the current account of the individual entrepreneur—the service provider—within 7 business days of the date of submission of the certificate of completion, the invoice, and the report

The offered prices must be DDP (Delivery Duty Paid) and must be inclusive of any other costs (packaging, transportation, insurance …) to the final destination.

Зважаючи на те, що Замовник є імплементуючим партнером агенції Організації об’єднаних націй – УВКБ ООН, та ООН вимагає від всіх постачальників ООН та постачальників партнерських організацій керуватися високими етичними принципами й моральними нормами, Постачальник приймає на себе зобов’язання дотримуватися Кодексу поведінки постачальника ООН (укр мовою наведений за посиланням - (https://www.unhcr.org/ua/media/dodatok-e-kodeks-povedinky-postachalnykiv-oon-pdf-1).

Applicable Law and settlement of disputes / Застосовне право та вирішення конфліктів

The agreement shall in all respects be construed and interpreted in accordance with the local Law.

The Parties shall make every effort to settle amicably any dispute that may arise between them. Once a dispute has arisen, the Parties shall notify each other in writing of their positions on the dispute and any solution that they consider possible. If the amicable dispute-settlement procedure fails, the Parties will submit to the local Court.

Ця угода, у всіх її положеннях, тлумачиться відповідно до місцевого законодавства. Сторони докладатимуть усіх зусиль для мирного вирішення будь-яких суперечок, які можуть виникнути між ними. Після виникнення конфлікту Сторони мають повідомити одна одну в письмовій формі про свої позиції щодо конфлікту та запропонувати рішення, які вони вважають можливим. Якщо процедура мирного врегулювання суперечки не дає результатів, Сторони мають звернутись до місцевого суду.
