The Fifth Humanitarian Senior Officials Meeting (SOM) on Ukraine took place in Brussels

On 28 January, the Fifth Humanitarian Senior Officials Meeting (SOM) on Ukraine took place in Brussels. The event brought together representatives of the governments of over 30 countries that provide humanitarian support to our country, as well as international and national NGOs and the Ukrainian government, including the Ministry of Social Policy of Ukraine, the Ministry of Health, the State Emergency Service and Deputy Head of the Office of the President of Ukraine Iryna Vereshchuk. Sasha Galkin, President of Right to Protection, attended the event.

The meeting was dedicated to finding ways to provide effective support to people in Ukraine who continue to suffer from the war. In particular, with the help of local organisations.

Approximately 3 to 3.5 million Ukrainians currently living under occupation — a number that, while unverified, represents a grave humanitarian concern. According to the HRNP for 2025, at least 1 million individuals in these regions are in desperate need of assistance, sadly cut off from critical support. We must work collectively toward solutions that prioritise their safety and dignity.

Sasha Galkin suggested the following steps:

  1. Guarantee the preservation of Ukrainian citizenship for those citizens who were forced to obtain Russian passports.

  2. Establish an administrative procedure for registering civil status acts that occurred during the occupation to ensure citizenship and property rights.

  3. Facilitate enrolment of Ukrainian youth in the TOT in Ukrainian higher education institutions.

  4. Ensure access to justice and establish fair compensation through the procedure of the Register of Damages for Ukraine, as well as the national procedure of compensation to persons whose property and non-property rights were violated by the Russian Federation in the occupied territories from February 2014 to 24 February 2022.

The plight of Ukrainians living under occupation should remain at the forefront of our attention and action to safeguard their rights, safety, and dignity.
