In Poltava, Right to Protection held a training session, Documentation of Stateless Persons and Those at Risk of Statelessness under Martial Law

On September 13, in Poltava, the Assistance to Stateless Persons programme direction's experts conducted training, Documentation of Stateless Persons and Those at Risk of Statelessness under Martial Law, for employees of the regional offices of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights and the free legal aid system.

The training aimed to highlight the situation of stateless persons and those at risk of statelessness in Ukraine and possible ways to document these categories of people. In particular, the speakers paid attention to the legal regulation and practical difficulties of the statelessness determination procedure and confirmation Ukrainian citizenship. The event was held in three panels. During each of them, the participants actively discussed their role in providing legal aid and protecting the rights of stateless persons and those at risk of statelessness. 

Anastasiia Koval, Senior Legal Analyst at R2P, welcomed all participants and spoke about the challenges of providing legal aid to stateless persons. She talked about the issues of the emergence and spread of statelessness in Ukraine and emphasised the relevance of this topic in times of war.

“In order for people who are stateless or cannot confirm their citizenship to have access to effective documentation procedures, it is necessary to raise awareness of both the situation of such persons and all the specifics of these procedures. This was one of the main objectives of our training. Taking into account the challenges of martial law and the increase in the number of people who need to obtain or restore identity documents, citizenship or legal status, the topic of documenting stateless persons and those at risk of statelessness is very relevant now and requires appropriate attention from both public authorities and society in general.”

Anastasiia Soloviova, Legal Analyst at R2P, explained the concept of statelessness and the statelessness determination procedure. 

Victoriia Sharova, Attorney of the Programme at R2P, shared practical legal cases with the event’s participants. She outlined in detail the critical problems of documenting stateless persons and those at risk of statelessness.

Also, during the training session, special attention was paid to the participants’ interaction to resolve difficult situations of documenting and observing the rights of such categories of people.
