Strengthening the capacity of state institutions is another important component of the comprehensive work of R2P. The Fund's team implemented a project aimed at enhancing human rights protection by expanding the capabilities of the Office of the Ukrainian Parliament Commissioner for Human Rights (Ombudsman’s Office).
The initiative’s main goal is to improve work with vulnerable groups of citizens and enhance the quality of analytical activities. The project includes three key areas:
The Fund’s trainers developed the Mechanisms for Effective Interaction with Vulnerable Populations training programme and a practical guide containing crisis response algorithms, self-regulation methods, and support techniques. During the multi-day training, participants discussed crisis states, nonviolent communication, and professional challenges. They received practical tools for self-recovery, stabilisation methods through various practices, and individual support.
As the next step, the Ombudsman’s Office staff attended the Communication and Analytics: New Approaches to Enhancing the Effectiveness of the Ombudsman’s Office in Protecting the Rights of Affected Populations training.
The trainer introduced the methodology and practice of developing analytical documents as an advocacy tool. Participants discussed the role of analytics in public policy development and the structure and content of documents and learned how to formulate recommendations, work with data, and effectively present research results.
Another part of the collaboration included training on modern approaches to information dissemination, considering trends in digital communication, social media, and multimedia. A strong emphasis was placed on ethical coverage of issues affecting vulnerable groups and the proper use of terminology. As part of the programme, participants learned more about stereotypes, the correct use of inclusive language, and effective communication of complex social topics. Additionally, they attended an online training session on effective social media management and received a practical guide with recommendations to improve communication strategies and align them with modern standards.
This initiative marks an important step toward strengthening the effectiveness of the Ombudsman’s Office, ultimately leading to better human rights protection in Ukraine. We continue working toward sustainable change and supporting those who drive systemic transformation from within.
