ЗАПРОШЕННЯ ДО УЧАСТІ В ТЕНДЕРІ № Q1-FA-T9-ITB на проведення тренінгів HEAT протягом 2026 року

ДАТА І ЧАС ЗАКІНЧЕННЯ ПРИЙНЯТТЯ ПРОПОЗИЦІЙ: 22 грудня 2025 р. – 10:00 за східноєвропейським часом

КОРОТКО ПРО БФ «Право на захист»:

Благодійна організація «Благодійний фонд «Право на захист» – українська благодійна організація, діяльність якої спрямована на захист і дотримання прав людини вразливих груп населення: біженців, вимушених переселенців, осіб без громадянства та осіб під ризиком безгромадянства і без документів.

1. ПОТРЕБИ:

БФ «Право на захист» запрошує організації взяти участь у конкурсі проведення тренінга(ів) HEAT (Hostile Environment Awareness Training) для співробітників.

Місце проведення: м. Київ або область,

Формат тренинга: офлайн, Тривалість кожного тренінгу: 3 дні - не менше, ніж по 8 годин (включаючи перерви).

Середня запланована кількість учасників в групі: 12 (від 8 до 16); очікувана кількість груп на рік - приблизно 5.

Додаткові умови: пропозиція повинна включати тільки послуги проведення тренінгу на локації виконавця і всі необхідні витратні матеріали.

Трансфер, проживання і харчування будуть замовлятися окремо і не повинні бути включені у пропозицію. Вимоги: вказані в додатку А і додатку С.

Пропозиції від агенцій, які надають послуги з оплатою комісії, для даної закупівлі не розглядаються.

2. ЗМІСТ ПРОПОЗИЦІЇ:

Пропозиції повинні бути підготовлені на основі вказівок, викладених у цьому запиті.

Будь ласка, зверніться до наступних Додатків і використовуйте їх, щоб підготувати свою пропозицію.

2.1.1 Зміст Технічної пропозиції (Додатки А і С)

Ваша технічна пропозиція повинна бути чіткою відповіддю на запитання в Додатку А і Додатку С із прикладеними зазначеними документами і повною програмою тренінга.

! ВАЖЛИВО: У Технічну пропозицію не слід включати інформацію про ціни.

Технічну пропозицію необхідно надіслати ОКРЕМИМ ЕЛЕКТРОННИМ ЛИСТОМ з вкладенням заповнених відсканованих додатків А і С з підписами і печатками (за наявності печатки) та зазначеними в додатках документами і файлом з повною програмою тренінга.

2.1.2. Зміст Фінансової пропозиції (Додаток В)

Ваша фінансова пропозиція повинна подаватися у вигляді заповненої Форми фінансової пропозиції (Додаток В).

Фінансова пропозиція повинна містити цінову пропозицію в одній валюті – гривня. Вартість слід вказати з урахуванням всіх податків, зборів та інших додаткових витрат.

Фінансову пропозицію необхідно надіслати ОКРЕМИМ ЛИСТОМ з вкладенням заповненого відсканованого додатку В з підписом і печаткою (за наявності печатки).

3. ПОДАННЯ ПРОПОЗИЦІЙ:

Пропозицію необхідно направити у вигляді двох окремих електронних листів

на адресу [email protected] до10:00  22.12.2025 р. включно:

1 лист з назвою «Технічна пропозиція до тендеру № Q1-FA-T9-ITB» має містити заповнений і підписаний додаток А, додаток С і документи, вказані у додатках.

2 лист з назвою «Фінансова пропозиція до тендеру № Q1-FA-T9-ITB» має містити заповнений і підписаний додаток В.

4. ТЕРМІН ДІЇ ПРОПОЗИЦІЇ:

Просимо зберігати вашу пропозицію чинною протягом 14 календарних днів після завершення терміну збору пропозицій.

5. ОЦІНКА ПРОПОЗИЦІЇ: Найбільш оптимальна за вартістю та якістю пропозиція, яка відповідає вимогам і умовам Запрошення до участі в тендері, буде рекомендована для укладання договору.

Пропозиції будуть оцінюватися в 4 етапи:

5.1. Коректність подання пропозицій: пропозиції, направлені не за вказаними в даному запиті процедурами, не розглядатимуться тендерною комісією.

5.2. Оцінка технічної пропозиції (розгляд додатку А): якщо пропозиція відповідає всім вимогам, зазначеним в додатку А, і містить всі вказані документи – така пропозиція проходить до подальшого розгляду комісією.

5.2.1. Оцінка відповідності наданих документів: якщо надані документи відповідають інформації, зазначеній вами в додатку А – пропозиція проходить до подальшого розгляду комісією.

5.3. Оцінка відповідності програми мінімальним вимогам (Додаток С): якщо ваша програма включає мінімальний перелік необхідних пунктів – ваша пропозиція проходить до подальшого розгляду.

5.4. Оцінка фінансової частини пропозиції (розгляд додатків В): порівняння пропозицій, які пройшли попередні етапи оцінки, за фінансовою складовою; визначення переможця тендеру.

Розгляд та оцінка конкурсних заявок здійснюватиметься Комісією протягом 14 календарних днів після дати завершення збору пропозицій. Про результати конкурсу буде повідомлено окремо.

БФ «Право на захист» може на власний розгляд продовжити термін подання тендерних пропозицій, повідомивши про це можливих учасників тендеру одночасно. Продовження терміну може супроводжувати внесення змін у документи про запрошення до участі у тендері, підготовлені БФ «Право на захист» за його власною ініціативою чи у відповідь на запит щодо роз’яснення, надісланий можливим постачальником.

Зважаючи на те, що Замовник є імплементуючим партнером агенції Організації об’єднаних націй – УВКБ ООН, та ООН вимагає від всіх постачальників ООН та постачальників партнерських організацій керуватися високими етичними принципами й моральними нормами, Постачальник приймає на себе зобов’язання дотримуватися Кодексу поведінки постачальника ООН (укр. мовою наведений за посиланням - https://www.unhcr.org/ua/media/dodatok-e-kodeks-povedinky-postachalnykiv-oon-pdf-1)

INVITATION TO PARTICIPATE IN TENDER No. Q1-FA-T9-ITB for conducting HEAT training courses during 2026

DEADLINE FOR SUBMITTING PROPOSALS:

December 22, 2025 – 10:00 a.m. Eastern European Time

BRIEFLY ABOUT CF "Right to Protection":

Charitable organization "Charitable Fund "Right to Protection" is a Ukrainian charitable organization, whose activities are aimed at protecting and respecting the human rights of vulnerable groups of the population: refugees, internally displaced persons, stateless persons and persons at risk of statelessness and undocumented persons.

Detailed information about the activities of CF "Right to Protection" is provided on the website http://r2p.org.ua.

1. NEEDS:

The Right to Protection Charitable Foundation invites organizations to participate in a competition to conduct HEAT (Hostile Environment Awareness Training) training(s) for employees.

Location: Kyiv or the surrounding region.

Training format: offline.

Duration of each training session: 3 days, no less than 8 hours per day (including breaks).

Average planned number of participants per group: 12 (from 8 to 16); expected number of groups per year: approximately 5.

Additional conditions: the proposal must include only training services at the contractor's location and all necessary consumables.

Transportation, accommodation, and meals will be ordered separately and should not be included in the proposal.

Requirements: specified in Appendix A and Appendix C.

Proposals from agencies that provide services on a commission basis will not be considered for this procurement.

2. CONTENT OF THE PROPOSAL:

Proposals must be prepared based on the guidelines set out in this request.

Please refer to the following Appendices and use them to prepare your proposal.

2.1.1 Content of the Technical Proposal (Appendices A and C)

Your technical proposal should be a clear answer to the questions in Appendix A and Appendix C with the specified documents attached and a complete training program.

IMPORTANT: The Technical Proposal should not include pricing information.

The Technical Proposal must be sent in a SEPARATE E-MAIL with the completed scanned Appendices A and C with signatures and seals (if available) and the documents specified in the appendices and a file with the full training program attached.

2.1.2. Content of the Financial Proposal (Appendix C)

Your financial proposal must be submitted in the form of a completed Financial Proposal Form (Appendix C).

The financial proposal must contain a price offer in one currency – hryvnia.

The cost should be indicated including all taxes, fees, and other additional expenses.

The financial proposal must be sent in a SEPARATE LETTER with the completed scanned Appendix B attached, signed and stamped (if available).

3. SUBMISSION OF PROPOSALS:

Proposals must be sent in two separate emails

to [email protected] by 10:00 a.m. on December 22, 2025:

1 letter titled “Technical Proposal for Tender No. Q1-FA-T9-ITB” must contain completed and signed Appendix A, Appendix C, and the documents specified in the appendices.

2. The letter titled “Financial Proposal for Tender No. Q1-FA-T9-ITB” must contain a completed and signed Appendix B.

4. PROPOSAL VALIDITY PERIOD:

Please keep your proposal valid for 14 calendar days after the deadline for submitting proposals.

5. EVALUATION OF THE PROPOSAL:

The most cost-effective and highest quality proposal that meets the requirements and conditions of the Invitation to Tender will be recommended for the conclusion of a contract.

Proposals will be evaluated in four stages:

5.1. Correctness of proposal submission: proposals sent in a manner not specified in this request will not be considered by the tender committee.

5.2. Evaluation of the technical proposal (review of Appendix A): if the proposal meets all the requirements specified in Appendix A and contains all the specified documents, it will be forwarded to the committee for further consideration.

5.2.1. Evaluation of the compliance of the documents provided: if the documents provided correspond to the information specified by you in Appendix A, the proposal will be forwarded for further consideration by the commission.

5.3. Evaluation of the program's compliance with the minimum requirements (Appendix C): if your program includes the minimum list of required items, your proposal will be forwarded for further consideration.

5.4. Evaluation of the financial part of the proposal (review of Appendix B): comparison of proposals that have passed the preliminary stages of evaluation in terms of their financial component; determination of the tender winner.

The Commission will consider and evaluate the tender applications within 14 calendar days after the closing date of the tender. The results of the tender will be announced separately.
